Daljit Rehal FBCS, Chief Digital and Information Officer for HM Revenue and Customs (HMRC) has been announced as the new President of BCS, The Chartered Institute for IT.
He takes over from Alastair Revell FBCS, who will remain active as Immediate Past President of BCS, which is the professional body for information technology.
Sarah Winmill who is Head of Software Products at the Ministry of Defence (MoD) has been named as BCS’ Deputy President.
Daljit said: “I’d like to thank Alastair for his commitment to establishing the highly successful Chartered Week during his BCS presidential year; I hope to continue that outstanding work in partnership with Sarah.
“Chartered professionals – which ever industry they work in - make a public commitment to ethics, competence and accountability by meeting independent standards. Nowhere is that more important in technology where AI is woven into our lives like never before in areas from health to finance.
“My focus as BCS President will continue this theme - helping to build public trust in the value of tech professionals, and their ongoing development in roles across the public and private sector. We know that the AI Opportunities Action Plan aims to create tens of thousands of new AI professionals by 2030, and we will need a range of routes to get there from university degrees to apprenticeships, as well as prioritising diversity. It will be a huge year for the professional body and for our membership community.”

As the professional body, with a royal charter, BCS has a 70,000 strong membership community in areas from academia, to industry. In 2025, it will remain focused on the importance of professional standards in building public trust in technology; on the need broaden computing education and adult digital skills; and on the value of diversity and inclusion across the sector, where women, over 50s and people with disabilities or who are neurodivergent are under-represented.

Daljit Rehal is the Chief Digital & Information Officer for HMRC. He joined in Sept 2020 as CDIO for HMRC. Daljit is responsible for all IT systems for HMRC and VOA. He is also responsible for the running of Live Services of critical systems for customers.
Daljit is a member of Cross Government forum and is a subject matter expert in his field, he is a proven leader with experience in creating business value through Culture, People, Process and Technology.
Daljit has a particular passion for leading change, focused on customer outcomes. He has over 20 years of experience in exploiting a variety of enterprise technologies and managing vendor relationships and outsource partners to achieve business objectives.
More about Sarah Winmill
Sarah joined the Ministry of Defence in 2020 as Chief Information Officer (CIO) of the Business Functions, moving to Head of Software Products in Defence’s Digital Foundry in 2024. Previously she was CIO for the British Transport Police, leading the delivering of ICT services supporting 3,500 police officers across Great Britain. In 2020 she was #6 in the UK CIO100, improving her 2019 position, when she was also listed as one of the 50 Most Influential Women in UK Tech.
A past Chair of Charity IT Leaders, her career has seen her work at some of the UK's most iconic visitor attractions including the V&A Museum, Royal Albert Hall, Royal Academy of Arts, Hampton Court Palace and HM Tower of London, as well as University College London. Throughout her career she has been passionate about delivering outcomes for high expectation customers where there is only one chance to get it right. She lives in Camberwell, South London, with her wife.
